Honasan fears the possible abuse by law enforcement agencies of the national ID system.
Defeated vice presidential candidate and Senator Gregorio “Gringo” Honasan II warned on Friday, June 24, that a possible abuse might be done by law enforcement agencies if the nationwide identification system is implemented.
The senator said that “we should define what a national ID means.”
“We should balance our goal to the right of privacy and right to security while we have institutional damage baka maging vehicle ito for abuse. That should always be considered,” he added.
He said that prior to the institution of a national ID system, law enforcement agencies should first be reformed.
Before instituting a national ID system, he said that the government should first reform law enforcement agencies.
“Hangga’t hindi matibay iyong institution bigla kang mag-introduce ng national ID system, baka abusuhin,” Honasan said.
Senator Aquilino “Nene” Pimentel Jr. authored the proposed National Identification System Act or Senate Bill 1163.
Lawmakers Gloria Macapagal-Arroyo, Al Francis Bichara, Rodel Batocabe, Rodolfo Biazon, Anthony del Rosario, Christopher Co, Ferdinand Hernandez, Gavini Pancho, Elisa Kho, Maximo Rodriguez, and Rufus Rodriguez authored the proposed Filipino Identification System Act or House Bill 5060.
Both Senate President Franklin Drilon and House Speaker Feliciano “Sonny” Belmonte Jr. stand for the plan for a nationwide ID system.
Earlier, President-elect Rodrigo Duterte was urged by the Foundation for Economic Freedom (FEF) to implement a nationwide civil registration and identification (ID) system in line with the goal to promote law and order.
