The controversial head of NAIA, Manila International Airport Authority (MIAA) general manager Jose Angel Honrado is now facing graft charges over the planned procurement of a P486-million closed-circuit television (CCTV) system without public bidding.

According to Atty. Enrico Quiambao, the lawyer for Annex Digital Inc. and Geutebruck Pty. Ltd. joint venture, the graft charges filed on Tuesday at the Office of the Ombudsman was against Honrado, members of the MIAA bids and awards committee and its technical working group and project consultant Rizaldy Reblora.



Based upon the graft case filed against the MIAA chief, they claimed that Jose Angel Honrado was just using the controversial bullet planting (tanim-bala) incidents at the Ninoy Aquino International Airport to justify the installation of the controversial CCTV system which according to some reports worth more than P900,000 each based upon the estimates made by Filipino Patriotism FB Page.
Earlier reports stated that the MIAA general manager would enter a negotiated procurement following two failed biddings. The negotiated procurement can be made only after two failed biddings based upon the provisions given under Republic Act 9184 or the Procurement Law.
The MIAA chief was also grilled earlier by Vice Presidential candidate Sen. Bongbong Marcos for hesitating to answer some questions during the senate inquiry of the controversial “laglag-bala scam” at NAIA.
