President-elect said he would order all gov’t agencies to use
their budgets
He said order is meant to stop corrupt officials from pocketing
unused funds
He also said discrepancies in the year-end audit means the agency
is either corrupt or inutile
MANILA, Philippines – Seeking an end to corruption in the
government, President-elect Rodrigo Duterte said he will order all government
agencies to use their entire budgets for their intended purpose.
In his speech during his thanksgiving party in Davao
City’s Crocodile Park over the weekend, Duterte said every government agency
must spend every centavo in its budget to prevent corrupt officials from
pocketing the unspent funds.
“If you are a department
head and I gave you P30 billion, at the end of the year, the 30 billion must be
spent to the last centavo.Bigyan kita P30 billion tapos ang gastusin mo lang 25, so may P5 billion. Saan yung P5 billion? ‘Di ubusin mo, [I gave you P30 billion then you spend only P25 billion, so
there is an extra P5 billion. Where did it go? You should have used it],” GMA News quoted
him as saying.
According to Duterte, unused funds which appear
at the year-end audit could only mean two things: corruption or inefficiency.
“At the end of the day ‘pag audit yung cash on hand niya ‘wag sumobra ng piso, walang kulang na piso. Kasi kung
nagkulang ka ng piso tatanga-tanga ka. Kung nasobrahan ang pera mo ng piso
tatanga-tanga ka rin,” he said.
[At the end of the day when his cash is
subjected to audit, there should not be a single peso, either missing or extra.
If you have a missing peso then you’ll look like a fool. If you have an extra
peso, then you’ll also look like a fool.]
That is just an example when we talk about
pesos, but we talk about billions, there is corruption in it,” he added.
